Direction (Q. 1-5): Read the following passage carefully and answer the questions given below it.
There is a complete reversal in the official stand on 2G scam. In an astonishing shift, Kapil Sibal has chosen to fly in the face of facts and mounted an attack on the report of the Comptroller and Auditor General. Sibal has come up with extrapolations and justifications to assert that there was no loss of revenue from the sale of 2G spectrum to favoured corporate houses. Not only the timing of Sibal's extraordinary assertion seems heavily loaded, what is more, whatever little was left of the government's credibility on the issue seems to have been put at stake. In one stroke, the minister has contradicted the CAG's observation that there indeed had been loss to the national exchequer. That the minister is surprised about the fact that the CAG findings were leaked could have been dealt with separately, and in a correspondingly smaller manner - by quietly ordering a probe. What is equally surprising is Sibal's argument on the government policy of underpricing spectrum allocation. He says spectrum was underpriced for the benefit of consumers. Haven't we heard this before? We just have to look at the tariff plans of operators with regard to 3G services to realise that the price one had to pay to get spectrum is not directly connected to the call rates. We don't know whose line is right. We just want the truth to come out. Let's not pass judgement before an official probe comes out with conclusive findings.
